As the brain gets older the levels of neurotransmitter drop, and connections between neurons fail to work. Small blood vessels clog up and new ones aren’t being formed, which reduces blood flow and these changes cause memory decline.

If we were referring 10% as 10% of our brain cells, it is not possible considering that any cell that is spared, is degenerated. Therefore it isn’t true that we only use 10% of our brains because we already use so much of a percentage just by memorizing stuff, and moving around. With just 10% we wouldn’t be able to have a constant blood flow from our brain to the whole body.
